Governor Newsom signed a package of seven data center energy bills into law on September 21, 2026, including SB 886, AB 2383 and SB 1168, described as the most comprehensive data center energy legislation in the country. The laws require the California Public Utilities Commission to set new data center tariffs covering interconnection, retail service, transmission, distribution and generation by January 1, 2028, meant to keep the cost of powering data centers from shifting onto residential ratepayers, and require data centers to pay incremental generation costs for at least 10 years. Most provisions take effect January 1, 2027; the CPUC has not yet issued the required tariffs.

What it means for your bill: This is new state law aimed at keeping data center power costs off your bill; the CPUC still has to write the actual tariff rules, due by January 1, 2028, so there is no bill impact yet.
