Under Oregon's POWER Act, the OPUC approved a new rate schedule that charges large load customers, mostly data centers, their own cost of service instead of spreading it across all ratepayers. Data center rates rose an average of 29 percent, while residential customers saw a 1.3 percent decrease as those costs shifted away from households. The new rates took effect July 8, 2026.
