What it means for your bill
$
Dominion Energy Virginia, which also serves a small territory in northeastern North Carolina around Halifax County, filed a base rate case with the North Carolina Utilities Commission seeking about 36.8 million dollars more in annual revenue, an 11.99 percent increase, and a higher authorized return on equity of 10.5 percent, up from 9.95 percent; Dominion says this would add about 17 dollars a month, 12.76 percent, to a typical 1,000 kWh residential bill. A Halifax County public witness hearing held September 30, 2026 drew no public testimony, and a remote hearing was held October 5, 2026, with more hearings set for October 13 in Manteo and October 14 in Williamston and an expert witness hearing November 18, 2026 in Raleigh. Dominion's filing proposes new base rates effective December 1, 2026 if approved, with a fuel adjustment starting February 1, 2027; nothing has been decided yet.
What it means for your bill: This is a separate North Carolina case from Dominion's larger Virginia rate filings; it only affects Dominion customers in Dominion's small northeastern North Carolina service area.
