The commission reallocated the cost of substations and transmission lines built specifically to serve data centers. The rider as filed would have added about 2.90 dollars a month to a 1,000 kWh residential bill; the revised allocation cut that to about 0.94 dollars. The commission also ordered Dominion to file a formal tariff within 90 days governing who pays for direct-connect infrastructure going forward.
What it means for your bill: This is a structural change in who pays for data center grid buildout rather than a simple rate increase. The new GS-5 class and the direct-connect tariff are both designed to keep those costs on the data centers.
