Dominion's fuel and purchased power costs ran roughly a billion dollars past what bills collected. Recovering it directly would add about 21.79 dollars a month to a 1,000 kWh bill; Dominion proposes spreading it over 7 to 10 years with bonds instead, about 8 dollars a month. The hearing was August 12, 2026 and a decision is due by late September 2026.

This is a structural change in who pays for data center grid buildout rather than a simple rate increase. The new GS-5 class and the direct-connect tariff are both designed to keep those costs on the data centers.
