Xcel Energy asked the Minnesota PUC for a two-year plan totaling about 490.7 million dollars in additional revenue, 353.3 million (9.6 percent) for 2025 and 137.5 million (3.6 percent) more for 2026. After a verbal decision on June 18, 2026 and final approval July 31, 2026, the Commission cut this to about 82.9 million (2.3 percent) for 2025 and 127.3 million (3.4 percent) for 2026, roughly 210 million dollars combined, an average of about 5.59 dollars more a month for residential customers. Because interim 2025 rates were higher than the final approved rates, Xcel expects to issue customers a one-time refund credit with interest.

What it means for your bill: Xcel Energy Minnesota customers should see a one-time bill credit because they were charged more under temporary rates in 2025 than the final approved rates.
