Xcel Energy's Minnesota utility, Northern States Power, filed a rate stability plan on October 9, 2026 as an alternative to a traditional rate case, asking regulators to freeze its electric base rates for 2027 and 2028. The freeze would be funded partly by accelerating federal investment tax credit benefits tied to five battery storage projects, alongside about 4.5 billion dollars of continued grid, generation and nuclear plant investment. The company has asked the Minnesota Public Utilities Commission for a decision by January 2027 and says it will file a conventional electric rate case in early 2027 if the plan is not approved.

What it means for your bill: If approved, this would hold your Xcel Energy Minnesota base electric rate flat through 2028; nothing has been decided yet, and if it is rejected Xcel says it will file a regular rate increase request instead.
