The Arizona Corporation Commission approved TEP's contract to serve the 286 MW Project Blue data center near Tucson on a 4 to 1 vote in December 2025, over two hours of public opposition centered on water use. TEP says the data center pays the standard largest-customer rate with minimum bills and termination fees so the buildout cost stays off residential bills.
What it means for your bill: This is a service contract, not a residential rate change. The protections in it exist to keep the cost of serving the data center from shifting onto Tucson homes; whether they hold is the thing to watch in TEP's future rate cases.
