2028 to 2031 generation certification for data center load

In Dockets 56298 (2029-2031 All-Source Capacity RFP) and 56310 (Supplemental Resources for 2028-2031 Capacity), Georgia Power sought certification to build or acquire about 9,885 megawatts of new generation, mostly natural gas plants along with battery storage, to meet demand the company attributes largely to data centers and other large loads. The Georgia Public Service Commission approved a stipulated agreement on December 19, 2025, tied to an estimated 16.5 billion dollars in construction costs, with total customer costs over the life of the resources estimated by some parties at 50 to 60 billion dollars. Under the stipulation, Georgia Power committed to at least 8.50 dollars a month of downward pressure on the typical residential bill during 2029 through 2031, about 102 dollars a year, largely because large load customers are expected to absorb a larger share of costs. Some consumer and environmental groups warned that if the projected data center demand does not fully materialize, residential customers could instead see costs rise by around 20 dollars a month, since PSC staff noted much of the forecast relies on a pipeline of prospective large customers rather than fully signed contracts.

What it means for your bill: The December 2025 certification of about 9,885 MW of new generation for data center load came with a promise of at least $8.50 a month of downward pressure on a typical bill in 2029 through 2031, because large customers are meant to carry more of the cost. Consumer groups warned it could instead add around $20 a month if the projected data center demand does not show up.
