Black Hills Colorado Electric asked the PUC for about 26.7 million dollars in additional annual revenue, an 8.8 percent increase that would raise the average residential bill by about 10.90 dollars a month. The filing includes a 38 million dollar customer refund that offsets part of the requested increase, tied to roughly 184 million dollars of capital investment since 2023. As proposed, new rates would take effect in March 2027; the case is pending PUC review.
