The Alabama Public Service Commission approved a consent order in December 2025 freezing several cost factors that normally move Alabama Power rates automatically, including fuel costs, purchased power costs, government mandate charges, and the Rate Stabilization and Equalization (RSE) earnings formula, through 2027. As part of the same agreement, a previously approved charge of about 3.32 dollars a month tied to the 622 million dollar Lindsay Hill natural gas plant Alabama Power bought in 2025 was delayed from 2027 to 2028. The freeze does not lower current rates or block usage-driven bill changes, it only pauses new increases from these specific mechanisms.
What it means for your bill: Your Alabama Power rate factors are frozen through 2027, but a 3.32 dollar a month charge for the Lindsay Hill gas plant is still coming, now delayed to 2028.
